Onshore major hazard sites in the UK (not including nuclear and rail) come within the scope of the Control of Major Accident Hazards (COMAH) Regulations 1999, enforced by a joint Competent Authority (CA) comprising the Health and Safety Executive (HSE), the Environment Agency (EA) and the Scottish Environmental Protection Agency (SEPA).
These Regulations require the operators to take 'all measures necessary' to prevent and mitigate effects of major accidents to people and the environment; to implement a major accident prevention policy including appropriate procedures and management systems and if necessary revise whenever changes are made that could significantly impact on the control of major accidents.
The Chemical Industries Association (CIA) has identified the following prerequisites when modifying plant or changing procedures:
- Staff must be aware of the hazards associated with the work they carry out and be able to determine that the risks involved are acceptable;
- Risk assessments must be carried out to determine the possibility and consequence of the hazards being realised; if necessary, appropriate precautions must be taken to minimise the risk;
- All modifications � whether involving procedures, plant and equipment, people or substances should be subject to formal management procedures;
The main focus of the course is centred on change at the operational and site level and takes into account the many forms of change which can affect the management of major hazards. For example, changes to roles and responsibilities, organisational structure, staffing levels or any other change that may directly or indirectly affect the control of plant equipment or operation, such as expertise for design, engineering support and procurement. These examples of change can impact reporting relationships, objectives, resources, hardware, management systems, plant operation and so on.
Although the course is specifically about major accident prevention, the processes outlined in the course also have benefits for other aspects of health, safety and environmental management including commercial risk.
